This project was initiated to assist the Bangalore Development Authority (BDA) with the preparation of the Expression of Interest (EoI) and Request for Proposal (RfP) for Consultancy Services for the preparation of the Revised Master Plan of Bangalore (RMP 2031). BDA was entrusted with the preparation and implementation of the Comprehensive Development Plan for the Bangalore Metropolitan Area. IIHS served as the knowledge partner to BDA and was responsible for preparing the procurement guidelines and RfP for the revised Master Plan in consultation with BDA officials. This was done in two stages wherein a public notification calling for EoI was first issued followed by the circulation of the RfP to the shortlisted consultants. The RfP was developed based on the World Bank procurement guidelines with quality and cost-based selection (QCBS) and involved regular consultations with BDA officials, including a series of capacity building workshops. The final RfP was uploaded on the e-procurement portal of Government of Karnataka.
