IIHS was commissioned to provide assistance to the Government of National Capital Territory of Delhi for improving its land administration services. This was in view of the Ease of Doing Business (EoDB) framework, of which registering property is an important part. This included assistance in creating a comprehensive real-time record of land and property and improving property registration services in Delhi. Using a combination of secondary research analysis, primary research, and meetings with concerned officials, the IIHS team studied the registration system in Delhi, and the status of property records. This included understanding the registration process in Delhi and mapping it against EoDB indicators, identifying areas of improvement (regarding time taken, cost incurred, number of procedures, and quality of land administration), tabulating good practices from other states, studying legal aspects of property registration, and identifying gaps in legal aspects and preparing recommendations for a short-term, medium-term, and long term framework. Existing property records in Delhi were mapped and a roadmap to improve the same, across urban and peri-urban areas, was prepared.
