This diagnostic concept note was put together to support enhancing land administration for the Government of Delhi, and assessed the land administration system, identified gaps, and made recommendations and action plans to improve the registration of property in Delhi. This included a diagnostic framework to review the process of registration and mutation. The note was to form the basis for a technical assistance programme with the Delhi government for the systematic improvement in delivering property registration services. IIHS also conducted secondary research analysis covering all processes relating to transfer of property including registration and mutation in Delhi. More specifically, the analysis looked the historical background of the legal policy framework governing land administration in Delhi, the geographical background of different regions of Delhi based on the legal policy framework, and institutional mapping.
