This study reviewed zoning regulations and planning literature across cities in the Global South to assess the extent to which existing frameworks accommodated home-based work. It produced a comparative snapshot of prevailing regulatory approaches and identified a shortlist of cities for detailed analysis. Building on this review, the study developed an assessment framework to evaluate existing and emerging policies governing home-based work. The framework examined factors including the scale and flexibility of zoning regulations, monitoring and enforcement mechanisms, and implications for supporting infrastructure and ancillary amenities, contributing to a comparative understanding of inclusive urban planning practices.
