IIHS study commissioned by the 5th Karnataka State Finance Commission provided a set of recommendations on the nature, structure and scope of financial devolution to the Bruhat Bengaluru Mahanagar Palike (BBMP). Based on an assessment of BBMP finances and analysis of emerging urban issues through a consultative process, the study identified indicator framework to raise the floor of SFC devolution to the civic body. Key recommendations included a more equitable ward-wise allocation formula, earmarking funds for ensuring service delivery in informal settlements in line with SDG goals, and directing SFC grants to strengthen service delivery, governance and institutional capacity.
