IIHS conducted a third-party evaluation of the progress made in implementing the 11 AMRUT reforms during 2015–16 and 2016–17. The study was commissioned by MoHUA and led by NIUA, with support from empanelled training entities. It was carried out in five cities each from Andhra Pradesh, Punjab, and Haryana, and focused on assessing the impact of these reforms, validating and analysing the reforms undertaken, and strategising the next set of reforms. IIHS conducted city visits for on-site/field verification of reform milestones and collected necessary documents from the respective state and urban local bodies. This study provided valuable insights into the impact of the reforms implemented by the three states and contributed to devising strategies for further improving basic infrastructure and services in urban areas across India.
